I am kind of new with Moodle, so this is why I am struggling with the following issue.
I have hosted a Moodle-based e-Learning Platform and created several users. Some of them (let's say 5) I would like to make able to create new users but not to make then administrators or managers
I know that based on my research an administrator, manager or any other user with the capability moodle/user:create should be able to create new users, but I am failing to accomplish adding this permission to my users. This is why I would like your help to guide me, how can I add only the possibility/permission to a normal user to be able to create new users.
