Im on a hosted instance of Moodle and it turns out they have to upgrade it for you on their side (probably a good thing). So if How To's you find reference opening WHM in Cpanel, search for "upgrade mysql maridb", then choosing upgrade, that search may not find anything because its not an option on some hosted accounts. I called my host (TMD) and they did it for me. Hope that helps.
