Thanks for reporting the issue.
Re. the setting marked 1 - asynchronous backup/restore notifications, this only applies if you have asynchronous backups enabled (enableasyncbackup) and message notifications enabled (backup_async_message_users), and as far as I know it only applies to admins and managers, so no it definitely does not concern all users!
