Is there a functionality available where teachers can rate or give feedback to the admin for the questions in the question bank?

I don’t think there is a way to do this in the question bank, but you could create a database activity where instructors could put the information. You could create a course just for quiz & question related issues and have all instructors automatically enrolled as a cohort.

you can use StudentQuiz plugin for this.
