I'm on Moodle 3.8 and have a newly upgraded Moodle. Everything seems to work except the "with selected users..." dropdown for participants. The dropdown works, but nothing is triggered. Looking at the console there is no event attached to the dropdown. So, if send a message is selected, no message modal pops up. There are no console errors and no errors in the error log. There are also no errors when debugging is turned on. It just goes to the selection with no action. Help?
