Scheduler is (in Moodle parlance) an "activity module" and activities are linked to individual courses. There's no way around this - this is the way Moodle is designed to work.

You could use one metacourse where *every* student in your system is enrolled, then you could set up a Scheduler there.
Alternatively you might try to add a Scheduler to your Moodle front page, but I must say that this is poorly tested and probably needs some advanced configuration on your side.
