In our case I went from PHP 7.4.1 to PHP 7.3.0 and that worked for us. We are using the following:

  • Moodle 3.8.4+ Build: 20200814
  • Windows Server 2012 R2
  • Intel Xeon 2.20 GHz
  • 8GB Ram
  • 1 TB Hard Drive
  • IIS 8.5.9600
  • PHP 7.3.0
  • MariaDB - 5.5.67
