Announcements can be edited, or deleted, like an activity, but cannot be added like an activity. Why not? This seems inconsistent with the way everything else in the course is done.
Why can't the teacher delete individual announcements, whenever the teacher wants to do so? Maybe the teacher realizes, the next day, that an announcement was made in error. Why must you delete the entire thing, to delete one message?
According to the Moodle, Announcements can be restored by setting the number of announcement to non-zero. In my experience: this does not seem to work.
Why is the maximum number of Announcements set to ten?
Is this way to convey, possible critical, information, prominent enough? I suspect a lot of people will just ignore the Announcement sections. If you have an announcement like: "The site will be going down in 20 minutes." Shouldn't that be more like a billboard across the top the course, instead of some dropdown list?
