Certificates can only be related to Courses. Certificates are currently only awarded from Course Completion Activities -
The Learning plan object would need to be updated to include the functionality to award a Certificate.
With that said, it would also need business rules when the certificate was awarded. When all competencies are earned? What if more competencies are added to the Learning Plan, is the cert no longer valid? What is a competencies is an annual retraining requirement, is the cert no longer valid?
For this type of functionality, the learning plans/competencies would need additional development as the current objects do not even have end-dates. Competencies never expire, which does not fit most business use cases.
