our site is live and 2000 users are using the site peak time of usage will be from morning 9.00 am to evening 5.00 pm, users face this issue often after multiple refreshes or after some time period of time issue gets resolved. Can you please help me how to solve this

More info that you have to collect and share back

In config.php what is DB host?   an IP or localhost?

If localhost it means on same server as code.

IF localhost, what access do you have to that server?  Other than Moodle .... tools like cPanel?  ssh? (mysql client).

Where are you hosted and how?   Example: OVH,Rackspace, other ... package?  Shared hosting?  Dedidated VPS?  Wouldn't hurt to share what operating system also.
