1. I gave up on the parent-child competencies. There is no benefit it the extra work it takes to create and maintain these relationships.
2. the scale default value is awarded on activity completion. If you need any other value to be displayed, you must manually rate that value. The competency and scales current do not have the functionality to base different values based on grades automatically. In order to have that functionality the Scale would need another condition. Proficient = 100-80% - Not Competent = >79.9% - No grade = Not Yet Competent.

My mistake, was creating scale values that included Not Yet Competent values thinking if a student did not complete the activity they would be automatically rated as Not Yet Competent. I dislike my scales, and now they are there and they cannot be changed.
