How are you all?

Can you please help me understand how can I add Tab Display resource to my moodle?
Is it a plugin I should add?

I see

and this Doc - but I find no way to add such an option to my moodle.

Do you know whether that plug-in works in the current Moodle releases, 3.8/3.9? The documentation looks ancient to me.
