Moodle 3.9 / XAMPP Installation Problem

Hello ,

This is my first attempt to install Moodle. According to my search in the web, a simple way to do it is by using XAMP on Windows 10 system.

I downloaded and installed successfully the required software (XAMP for windows x64-7.4.7-0-VC) and the Moodle version 3.9.

All steps for installation have been passed successfully the database created and system administrator parameters set . Unfortunately I can not launch the login page, I always obtain 'this site can't be reached' message when I try to open the 'localhost/moodle' page.

Is there a solution to this problem?

N.B. in the installation process I've got only one error message:

"mod_lti

LTI 1.3 requires a valid openssl.cnf to be configured and available to your web server "
