I have a MoodleCloud site. (It is still the free trial plan, which will terminate by early August.) I want to use H5P, but in version 3.8 I can only upload H5P activities, not create them. Without a place for creating H5P the whole thing is of little use to me.
That is why I wonder, when 3.9 will come to MoodleCloud. My decision to upgrade to a paid plan depends on that. (I am a fan of Moodle, by the way. AND of H5P.)

I have the Mini School plan version 3.9.1 but the button to Add H5P Content is not active. Is there something I need to do or is it not available yet?

It will depend if you are using the Boost, School theme or Classic theme whether the add H5P button will appear or not in the Navigation drawer.

You can also manage and edit H5P content from Site Administration > H5P.

Actually I realize now that it is the H5P Content types that are missing. The Add button is there in my Boost theme but there are no content types to choose. I can see that there are no Content types loaded in the Site administration / H5P / Manage H5P content types. Seems that they should be loaded from the Task Scheduler or vía H5P.org. I did not see a library that could be downloaded but maybe I missed it. Wonder why the Cloud Tadk Scheduler is not getting these?
