thanks for response and the note with the prompt window.
We can exclude (99.99%) the possibility that users have the same user IDs for private/university account.
Concerning user synchronisation: we synchronise users from Azure to Moodle. Users are not allowed to create accounts in Moodle, an o365-account must exist in Moodle before the first login. Normally a user should have an o365-account in Moodle before first login .... but we have a lot of troubles with synchronising users and user details (some users will not be synchronised, most of the user pictures will not be synchronised, ...)
