Hello. I have installed the Persian calendar (Jalali calendar). It works well for course creators, managers, and all users. But it displays the Gregorian calendar for the site administrator and does not change to the Persian calendar. Why is this problem only for the site administrator? Please advise what I should do.

Have you checked to see what calendar type the admin account has set for itself? This is in its user profile in Preferences > Calendar preferences. It may still be set to Gregorian.
When I set this to another preferred calendar type in Moodle 3.8, it works as expected for me in the Administration panel (for instance, looking at the last access time of users.)

I did this after installing the moodle. Each user who registers, his calendar is Persian. But it is not Persian for the admin panel. Once I put the calendar on the Gregorian calendar and set it back to Persian and deleted the browser cache, theme cache and moodle cache, but the calendar type does not change.

I can confirm this is working properly for me in Moodle 3.8. See the screenshot were I have set my admin user preference to the Persian calendar. When I look at the times for users in Browse list of users for a normal user (in this case, Harpo Marx), the login activity times are in Jalali not Gregorian, as expected (first attached screenshot.)
Since the admin account already exists before you install, changing the site default does not change its personal calendar type. You still have to change that manually for the admin user in its own account profile preferences. In this way, the calendar default works the same way as the language default.

When you say you put the calendar on Gregorian and change it back to Persian, are you doing this both on the site default in Site admin > Appearance > Calendar and *also* in the User profile > Preferences > Calendar preferences for the admin user?
