Usability related to PDF annotations using tablets with pens

When marking on a PDF using the default PDF annotate system in a web browser using a tablet, touching and holding the tip of the pen in the PDF causes the image to dance on the screen (the PDF page moves) making very difficulty to write anything. This behavior is browser dependent: in Google Chrome and Firefox, this effect is very prominent. In Opera, the effect is bearable. The effect occurs even when the browser is configured to be desktop compatible.

Would this be a problem with my specific device (Samsung Note 10.2)? Any hint is welcome!

I don't tend to find too much of an issue with the iPad and Apple Pen 1. Granted its nowhere near what you would expect with something like GoodNotes / OneNote, but it's not too bad.

Personally,  I use a XP-Pen Star G640 drawing tablet with laptop for annotation PDF documents but also extensive photoshop use. it works well.
