Help needed, I have used the debugging mode and nothing shows as errors. Both these sites are 3.9 and use the Adabtable theme yet one shows ability to see files and upload the other gives download and does not show anything. I know it is a setting but dont know where??

As advised by Ken in your previous thread Files & Attachments not showing and Eloy in MDL-69172, please can you try switching to a standard theme (Boost or Classic) and see if the problem still occurs?
if your theme is based on boost you can delete in /srv/www/moodle/theme/gflacso_new/templates/core/ all the files with prefix "filemanager" , i did this and fixed the problem
