DRAG AND DROP FUNCTIONALITY DISAPPEARED AND CANNOT UPLOAD ANY FILES.
BIGGEST PROBLEM ATM: CANNOT CHANGE THE SITE OR ANY COURSE CONTENT LOGOS BECAUSE THE UPLOADED DOES NOT SEEM TO SAVE THE IMAGES UPLOADED.

Upgraded to Moodle 3.9
Like Rick, I've not come across the problem with upgraded sites, however just noting another report of it in the discussion Files & Attachments not showing.
Steve, as advised by Eloy in MDL-69172, please can you try switching to a standard theme (Boost or Classic) and see if the problem still occurs?

Been away but tried the classic and boost theme no change, I thought Moodle upgrade would have fixed but no.

this is happen when i am trying to import question file .xml format but not with others format
Also the same problem.
Not with a new 3.9.1 installation but with an upgrade...
Are the some solutions for that ?

It is not a generic Moodle Problem I know. For test I installed a new Moodle.
But it is a upgrade Problem. We didn't customize anything. It is with 2 diff Moodle Instance the same Thing.
There are no infos in the log file.
I did the fall back and all Thing works fine.
No I do the upgrade again……..
After upgade
The same as before…….
I also have the same problem! is there any solution or help in sight????

Solution go back to older version or change the theme.

if your theme is based on boost you can delete in /srv/www/moodle/theme/gflacso_new/templates/core/ all the files with prefix "filemanager" , i did this and fix the problem
Im having exactly the same problem after update do 3.9.1 and Fordon theme.
Also tried with other themes but no change

As mentioned in MDL-69172, it's not possible for developers to fix this problem because it can't be reproduced in standard Moodle.
If switching to a standard theme (Boost or Classic) doesn't help, please check any other additional plugins installed on your site that they have been updated to work in 3.9, and if not uninstall them before upgrading your site.
Hello guys, I managed to fix it.
What I did was :
- Installing new Moodle in another directory
- Copy and replace Boost theme folder from new directory to the old one
Then some missing files error appeared but I copied them from the old folder and it's working perfectly as before.
