what if the entire button is disabled. How to get it back.

Hi everyone, 

In one of my moodle installations (version 3.10) the add button is missing from contents bank. I can upload h5p files and use them in courses but cannot add new one and uploaded files cannot be edited. 

I'd appreciate any help to resolve this
