I don't know if you have found the solution to your problem or not, but I found your post having experienced the same error message.  After more looking, I think the error message is because I deleted a course that had not yet had any uploads and, therefore, the data folder (In your case for your 14th course) in the data directory had not been created.  That is what seems to have been happening to me.
