when i tried to open the plugin overview page it give me this error

Sorry to hear about your troubles. We would need to know a bit more information about your site to be able to help. What version are you running? Were there some customizations performed? What other plugins do you have installed? Do you have access to the source code PHP files?

What you describe could happen if you had the Atto editor removed / not present. Can you check if is is installed and working?
