moodle version 3.8
server os : ubuntu 18.04
After I migrate my moodle to vps. The import and backup buttons on the course appear as shown below
Any help would be appreciated.

How did you migrate?
backup link goes to your server /backup/backup.php?id=#
where # is the course ID
import link goes to your server /backup/import.php?id=#
where # is again the course ID
So in your code folder is there a 'backup' folder?
and in backup is there a backup.php file as well as an import.php file?

The backup you made from shared hosting should have included a zip of moodlecode. Was probably in public_html folder.
It's that zip that should have a backup folder in it when unzipped and inside the backup folder the two missing files.

Using whatever tool you have to upload files, upload those files to your moodlecode/backup/ directory.

while for the import course it can run normally now.
I've tried to turn debuging on but it doesn't show anything.

Still broken as the [ [ backupcourse ] ] from your screen shot indicates.
Did you click on the 'more info' lnk? Where (url) did it take you?
So you had to manually create a backup folder at that location?
Wonder what other files/folders are missing in your moodle code directory?
In your backup folder, do you see all the other directories and files as in the
screen shot I provided? backup.class.php, + the other backupX.php files, the cc, controller, converter folders? import.php and log.php also?
if not upload those as well.
Let's hope these are the only missing folders/files from your migration. If there are, expect strange things to happen.
There are 46262 files and folders in a moodle 3.8 code folder. If you get more errors about files not found or other strange behavior, might be easier to preserve the config.php file you have edited in the current moodle code directory (so you don't loose it and your site info), and try the migration of code again.
