We use MoodleCloud for our courses and allow our users to self-register.  When a new user logs in the first time, they are immediately hit with the two Moodle EULAs with no explanation of what it is and why it is necessary. It confuses many first time users, particularly if they are not particularly computer literate.  I think it is overly intimidating without the ability to at least presenting a screen that explains what they will see next and what they need to do.  

Alternatively, it would be nice to, like many software providers, have a less intrusive way for users to accept the EULAs without having to physically scroll down each and click accept. 

So my question is if there is currently a way for organizations that use Moodle as a platform for delivering content to allow for adjustments to the default way new users see the Moodle EULAs, and if so, where can I find documentation on that?
