Not sure if you still need help but I'll contribute here in case you do, or to help other users with the same issue.
I had the same issue (i.e not seeing the Edit Submission option despite having the capabilities/mod/assign:editothersubmission permission).
The solutions was in the assignment settings
1) if the cut off date is set - change it to a date in the future
2) setting the Common Module Settings > Group Mode to "No Groups"
