Allow teacher's submission on user's behalf

Hi,

I'm trying to allow a teacher to submit an assignment on the user's behalf but the option to "Edit submission" is not showing. I do have the permission capabilities/mod/assign:editothersubmission enabled for the role. 

I checked this post but the solution provided is not fixing the issue as I already have it set. 

Any help would be appreciated

Not sure if you still need help but I'll contribute here in case you do, or to help other users with the same issue.

I had the same issue (i.e not seeing the Edit Submission option despite having the capabilities/mod/assign:editothersubmission permission).

The solutions was in the assignment settings
1) if the cut off date is set - change it to a date in the future
2) setting the Common Module Settings > Group Mode to "No Groups"
