Is there a plugin that allows subscription to a course on a monthly basis rather than a one-off course payment?
Well, more than a single plugin - but if you have a Wordpress site with Woocommerce, I believe the Edwiser Bridge now allows subscriptions. Or you can use Paypal enrollment and just set an expiration date on the enrollment.

dualCube developed a Stripe Payment Plugin, and I commissioned them to create a subscription version.
I'm still testing it, but so far it does seem to work.
