This is a symptom of the install having failed before it was complete. This isn't the problem just a symptom of it. Drop the database and start again.
Watch very closely for errors during install. Make sure it gets all the way to the end and you have been asked for an admin password and the name of the site. Look at the web server error log if there are problems.
