Yes, but how would you want any system to know when a student actually does something? Moodle can only know when an assignment is uploaded. Moodle is not a mind-reader?
But you do have at least some alternatives that I can quickly think about:
1) You can look at each certificate and manually note the date on it.
2) You can ask the student "when did you finish your training?" (This can be done in a number of ways.)
3) You might be able to export the dates from the "other" system and import them into Moodle.
