A développer recently have developped for me a Moodle branded app .... With custom splash
But, After installing the app and launching it, it seems that there are two splash screens and the app takes about 20-30 sec to launch ( 18 sec for the first splash, 5-8 ffor the second )
I have contacted the développer, he told me that he Can replace the first splash with an  empty png file (!!)
Will this reduce the loading Time by 18 sec ?
What does he meaan by empty png file ?

I don't think using an empty file will fix the issue, it sounds like he hasn't compiled the app as he should.

I recommend you to use our Branded Apps service instead, that way you can be sure that your branded app will work as the official Moodle app, including the Push notifications (Airnotifier) service management. This service helps fund the improvement of the app in general:
