Restrict Access is overwritten by Required minutes in course settings

Hello,

I want my certificate to be issued on Course completion, have did configuration accordingly but certificate is issued as soon as user launches the course not on completion of the course. What could be the issue?

Have set restrict access settings on custom certificate activity as shown in the picture

What are the activity completion conditions for the certificate? (ie what activity is concealed in your screenshot?) To have the certificate issued on course completion you will need to have every activity in the course a restrict access condition,

There are two topics in one course. First topic has one SCORM activity and other topic has Custom Certificate with Restriction settings as shared.
