Hi. I am both users, I can log to either account, I just try to separate admin tasks from teaching tasks by having both users. I use my teacher account (TA) on a daily basis, while the administrator account (AA) only when a global task needs to be done.

AA account is a site manager, that I believe is the highest ranking user in the whole site. TA is an standard user made teacher locally on each course and resource where required. The site announcements is one such resource where the account has been made a Teacher, and as it was pointed out in the original message, the documented permission mod/forum:viewhiddentimedposts is assigned to the user. What other permission could affect the fields for timed messages not showing?
