Go to "Edit settings" -> "Question behaviour" -> "Shuffle within questions"

Go to "Edit quiz" -> "Shuffle" checkbox at the top of the questions list
Please note that I just showed you the relevant settings of shuffling in the quiz activity.

Of course that if you want the answers NOT to shuffle, you should choose the value "No" in the "Shuffle within questions" setting.
