Help me please

My moodle got error like this, can't open it or login into it

error/generalexceptionmessage

This is happened after install topic collapse plugin https://moodle.org/plugins/format_topcoll

I've deleted the topcoll folder (which is the plugin folder) in /course/format/ but with no luck

how to resolve it? How to disable this plugin visa database?

My moodle ver 3.8.2

Look in PHP error log Liko for the reason.

So what php version should I use? Was used php 7.1 before.
Upgrading to 7.4 now

????? I suggested that you look in the PHP error log for information about the issue.
