sometimes it'ss hard to read the Moodle documentation, not because of the lack of it or the quality, but because of the lack of cross linking : when you're on a page you would like to read the surrounding topics but you have to go back to the Main page. The "See also" is just a selection of link by the author; the "same level content" autogenerated list could be a huge help in my opinion

For the complex issue as you point out, I know Moodle is already heavy "as is", but maybe having both technologies side by side could be a (lame and complex ?) solution : a rewritten dialog module and only one or two instances updated with the new tool. I'm afraid there would be horrible code constraints, but theorically it could work, with the bit by bit benefit (that's how you could rewrite a complex website with only jQuery js to a React Application for instance).
