Hmm, hate to reply to my own entry, but a possible solution for your second question would be to use the Database activity. You can set it up to require 5 or 6 entry ratings for completion. You give a rating to "good" entries by using the rating system with it set to, Count of ratings. You can ignore, or even delete "bad" entries. Once you give any one student your required five or six good ratings, they can proceed on to your next activity, but also continue to add more to the first activity.
