I have the same problem, uploading files (1MB) takes about 20-30 seconds (moodle 3.8.2+) on the moodle 1 site. I have a moodle installation that I have updated over the years and everything works. I also have a completely new, clean installation of another moodle 2 site (in the latest version of course) on the same server, where the upload of any large file will take place immediately. so I think it's somewhere in the moodle 1 settings, but I don't know where anymore
