Is part of it free? or only on a trial basis? I am looking for something on Moodle to let students record voice and video and some other stuff that PoodLL can do but I don't need the sophisticated abilities that PoodLL has for assessing English.

There are free Poodll plugins(Generico, Video Easy, Atto Subtitle ..) . But Poodll for audio and video recording is not free.
If you just need basic audio and video recording and do not have a budget, Moodle has RecordRTC for recording off the toolbar.
