I need to add a sticky block throughout the whole site. I go through your documentation.

follow these steps. But there is no option called block appears > Page contexts, choose 'Display throughout the entire site'.

You need to add a sticky block to the front page. You will then see the options you mention. If you don’t want it to appear on the front page, you can hide it from the page (On this page...) but display it throughout the rest of the site (Where this block appears...) - but it needs to be added on the front page.
