The short answer is that, in order to view/listen to media in Moodle, is has to be downloaded into learners' browsers in order for the browser to display/play it to them.

It is possible to use a 3rd party media streaming service which would make it more difficult for learners to save copies of the files for themselves. However, even with restrictions such as this, which can introduce a number of other issues that can inhibit learners' ability to study, it is still possible for determined learners to save copies, e.g. with browser extensions or audio output/screen recorders.

Sony, Disney, Microsoft, Adobe, etc. put a lot of time, resources, & effort into preventing people from copying media & they haven't been able to find a way yet. All they've managed to achieve so far is to make it more difficult & inconvenient for people to view their media legitimately.

In short, there just isn't any way to prevent copying media from the internet.
