In fact I thought of this possibility, but the MoodleDoc page I linked said otherwise. Isn't it wrong? Is it possible that the docs were not updated since this capability was shifted to the roles?
I just want to be sure whether I can not read or the doc page was wrong. Since you confirm the latter a side question arises: How far back goes the error? /37/? /36/? ... Not that I want the edit the whole bunch, to be clear.
Honestly, I don't think there is an error in that doc page. There is not enough guidance on it. It is too brief or too short with no help at all. It will be good if some good English speakers (not me) can edit it.

As far as I know, the "permission of student can rate" starts from the beginning of Moodle v1.0 (2003?). A teacher always has to "allow" it in the Permission setting page (it is the same for Forum rating too).
