I'm looking for a way to limit the number of spots in an open-enrolment course by specific criteria in a user's profile. For example, only allowing 50 enrolments by country, after which attempts at enrolment would be met with a refusal text. Can something like this be set up in Moodle, or is there a plugin that might grant this functionality?
