This is an issue I have spent a long time on and it is very frustrating. I am running 3.8 on the Boost theme and trying to set up a course where anyone with a link can enter without being asked to log in. I have done everything on this page... https://docs.moodle.org/38/en/Guest_access please see screenshots. What am I missing? Are there any roles/permissions that can be overriding this?

Did you uncheck the Add instance to new courses option? That might help, as it looks like your concern is the automatic creation of a guest enrolment method in your courses. That should prevent the creation of the enrolment method in new courses. It won't do anything in existing courses.
In each course this is a problem in, just delete the enrolment method. It does not create problems to delete this method.
