Only the Moderator's webcam appears to participants on BigBlueButton on Moodle Cloud (free version) but the Moderator can see all the participants' webcams. I've clicked on the gear icon above users' names and checked the 'lock viewers' settings. If I make everybody Moderator we can see all the cams.
I hope there will be a solution for share the student's webcam..

Lock settings for students seeing other student’s webcam
We've been seeing increased pressure on the servers to handle so many webcams. Also, we've seen students on low bandwidth getting disconnected when many other students in the session shared their webcams.
To reduce the overall load and to reduce the disconnects (which makes it hard for students to participate), we have temporarily enabled the webcam Lock Settings so students do not see other student's webcams.
Webcams are still a BIG part of the lecture:
1. Students can share webcams.
2. Students can see the instructor's webcams and their webcam.
3. Teacher's can see all students webcams.
We realize disabling students from seeing other students webcams not ideal, but we wanted to both reduce the load on our servers *and* improve stability for the students.
Students can still share webcams with each other in breakout rooms. All student webcams will appear in the recordings.

I will try to ask Blindside if they are involved and how long they believe disabling student webcams will last.
Thanks for your replies. Has there been any further info from Blindside? I see that the 'free' MoodleCloud site has a limit of 45 days now. Do you know that if we pay the fee for the upgrade will we be able to see all the cams? thanks.
Upgrading to a paid plan doesn't change any restrictions Blindside themselves place upon their platform.
So, the solution to students being able to see each other, according to the quote from Blindside, is to put everybody in a breakout room. I'll check the capacity of breakout rooms. I'll try to find the BBB conditions on MoodleCloud. Thanks
I have read that there is a max of 8 breakout rooms but no max on the numbers of users, depending on the server. Presumably if you had 8 users in a breakout room, they can all see each other, whereas if you have 8 in the main room, they can't? Doesn't seem right.
