But what about an activity that was created by one person, then heavily modified by someone else? Should Moodle retain the original userid, or update to the new userid? Ultimately, if we want to know who has created / updated an activity, then we look in the logs for this information (just the same as when we want to find a list of who has done what for any other part of Moodle).
