Hi,
Did you check the notification preferences of the relevant users?
Dashboard -> User menu -> Preferences -> Notification preferences
 The default preferences for users are determined here:
Site administration ->Messaging -> Notification settings

I have checked notification preferences on Moodle 3.10. For some reason, subscribers are not getting email notifications.
