I have used learning plans and competencies for skill specific requirements. The First Responders Learner Plan, has multiple competencies such as: Fire Extinguishers, Evacuation Plans, Respirators, etc. Each competencies is only awarded if the student successfully completes the course that the competency is linked to.
In Moodle the competencies can be auto-awarded on the successful completion of an activity or an instructor can manually rate each activity. Multiple rates are based on the scale linked to the competency.
If you truly want to use Learning Plans because a student can see their progress within their program vs. looking at their Grades Overview that is understandable. However, the current competencies and Learning plans objects are currently designed for a single use, manually maintenance and challenging to organize.
If you want to pursue this, I recommend a very small "test" learning plan and then consider the life cycle of the Learning Plan. How will you maintain and "retire" the plan?
