For the dashboard, you could consider adding the "Course categories" block (called "Courses" in the block chooser).
For the Front page, you could try the "List of categories" or "List of courses" options.
On our site, we only have "Enrolled courses" enabled, since that seems most useful for the student experience. That option also includes an "All courses" link at the bottom, which meets my needs as an administrator. In fact, it is basically second-nature for me to click that link once I am at the homepage.

Oh, and in case you are wondering where those options are:
- Dashboard -
- either go to your personal dashboard, or go to Site administration > Appearance > Default Dashboard page, then
- click "Customize this page" or "Block editing on"
- Find the Add a block button (in the Nav drawer if you're using a Boost-based theme)
- choose the block you want ("Courses")
- Front page
- Go to Site administration > Front page settings
- choose the options you want in "Front page" and "Front page items when logged in"
