I just download the moodle and try to install questionnaire plugin through zip file and it showing an error

The error indicates that your Moodle version is not at the required level.

Thank you Mike for replying, I just want to ask that is there any solution for that or i have to install different version of the moodle and is Moodle version 3.5.2 is at required level for questionnaire plugin.

If you look at the questionnaire plugin page, it tells you what version of questionnaire works with which version of Moodle. You should also check the details of each version by clicking the "Learn more" link, as there is some overlap between versions.
But the short answer is, Moodle 3.5.* requires the questionnaire 3.5.* releases.
