The plugin used is Availability Paypal : same applies paypal restriction for a course or activities, just go to "editing on", go to the activity edit page, then select the restriction access you need on that activity (https://moodle.org/plugins/availability_paypal)
But your are right, I can contact tjhe developper, just I was wondering if other users did have the same issur than me. But maybe I have misconfigured something...
